 It's a good gag by whoever's come up with it – a room full of Saudi Arabian men supposedly coming together to talk about 'women in society'. Without any women present. No wonder the picture's currently doing the rounds on Twitter – both men and women are laughing at the absurdity and hypocrisy of it.

According to The Daily Mail: The coat, which features over one million strands of male chest hair, took a team of fashion designers over 200 hours to create and carries a hefty price tag of £2,499.  The coat was commissioned by milk drink for men, Wing Co., as a protest against the widespread ‘manning-down’ of British men, typified by clean-shaven chests and emasculating fashion.
